I think the shirt just looks that way because it's windy... I spotted Dustin (or let's say the shirt) 2 more times in the eppy but I'll guess we'll have to ask the man himself...
I asked Dustin and he said it's him... at least in this picture. He said it's not him in the other scenes.

There am I... innocently watching the frist 4 eppies of Lost... and who do i spot? Yes... you guessed right... our nutty Dustin. I wonder if I can EVER watch a season 1 episode again without finding any new scenes with him! (well, I guess I can LOL but still LOL I thought I knew all by now):
